The mayor instructed Tom not to let them pass and explaining they were stealing food, sympathising with their reasons for theft but reminding them the food wasn't theirs to take. Belco caught up when the trio were blocked by Tom and Storm.
Belco witnessed a trio of thieves, Randall and his two companions, stealing food from people's houses and pursued them, struggling to keep up due to his old age. Belco was forced to try and solve this issue, seeing minimal success. As a consequence, a number of villagers turned to crime to provide for their families.
Shortly after Arcta was enchanted by Malvel, he began to attack traders who tried to come to the villages of the Northern Mountains, and as such the supplies the villages relied on never arrived. An elderly man who strives to keep order in his town, he was faced with a crisis when Arcta began causing havoc under Malvel's orders, causing a spike in crime due to no supplies reaching the mountain village.
